Directorate of Strategic Planning and Performance Contracting

The Directorate of Strategic Planning and Performance Contracting (SPPC) is mandated to facilitate the University's strategy, through a Strategic Plan and Performance Contracting. The Directorate operates by leading the formulation and execution of planned activities, with guidance from Article 10 (4) of The Public Service Commission (Performance Management) Regulations, 2021. 

The directorate acts as a vehicle to coordinate the performance contracting process, coordinate the achievement of the performance targets, monitor and evaluate the annual performance, and finally prepare performance reports.  These performance reports are subject to evaluation and moderated annually by the Ministry of Public Service, Gender, Senior Citizens Affairs & Special Programmes, through Public Service Performance Management Service (PSPMS).

The performance measurement is rated on a scale of 1 (Excellent) to 5 (Poor). The first Performance contract evaluation exercise was done in UoE in the financial year 2013/2014 and a composite score of 2.9055(very good) was attained in the succeeding years 2014/15,2017/18, the scores were 2.3566(excellent) and 2.9998(good) respectively.

In the financial year,2018/19 it was rated very good with a composite score of 2.6858(very good), while in 2019/20, the composite score attained was 3.3845(good). The performance contract composite scores attained in the financial year 2020/21, 2021/22, and 2022/23 were 2.8875(very good), 2.8653(very good), and 3.23899(good) as shown below.

What gets measured gets done.
If you do not measure results, you cannot tell success from failure.
If you cannot see and measure success, you cannot reward it. 
If you cannot see success, you cannot learn from it.

The institution's Strategic Plan is the basis of the Performance Contract and therefore, the University of Eldoret is coming to the end of a five-year strategic plan (2019-2024) and this Strategic Plan was executed on an annual basis through the PC. Most of the milestones realized in the previous period were through the completion of planned projects and activities.

The university intends to realize its mission and vision by prioritizing its plans through specific objectives guided by its core mandate as prescribed by the university charter. 

The Vice-Chancellor, through the directorate of SPPC, has initiated the end-term review of the Strategic Plan by constituting the Strategic Planning Committee (SPC), to review and formulate the new Strategic Plan (2024-2029), this will be the third Strategic Plan since the university attains its charter in 2013.
